Instantly if they want. They don't need any court order to remove links from their search engine.

Yes they do. Depends how much traffic you have.
Any host/serp/company can remove your content if they want with or without a DMCA or court order.
Areas where DMCA are not legally applicable can still respond to the DMCA and take your content down and I’ve seen places that state they comply with DMCA even though it’s not law.
The DMCA is a notice, it by itself doesn’t do anything but notify the host and you that you’re violating the law/copyright.
if you don’t comply the next step is getting a court order.

Google & Bing has their own TOS. They will remove your website from search result.

Yes.
From their Twitter - Yesterday night we had a huge power outage in the area where one of our data centers is located and resulted in broken network equipment. We are working to restore the services. Sorry for the inconvenience!
