Practical and reality: NO.
Once Google made any connection and knows it is you, who previously got banned from Adsense, they will ban your company's Adsense account. Sounds weird, but this is what they do. They did the same to me. When I asked them for a reason, they didn't tell me. But it was obvious.
They are absolutely careless. They don't care if its not a personal account or if you register it with your business. They simply don't care. No matter what kind of appeal you write to them. No matter what kinda documents you provide them. In my case, I incorporated a company, made the Adsense account and two months later they banned it. Reason? I had a previous Adsense account that got banned, prior violations blablabla. I sent them a business certificate, etc. obviously the company was just incorporated and there was no chance my company had a previous account, but they didn't care. These fuckers didn't even reply anymore. There is also no email support, no telephone number you can call, etc.
Good for you: You can just sue them if they suddenly ban your company's Adsense account.
If I would have registered my business in the EU I could have probably sued the living shit out of them, since the EU hates Google, FB, etc.
So if you are living in the EU, just get yourself a lawyer and sue them. Even now, they say "Invalid traffic", then contact a lawyer and let them prove it.

Where I live (France), legal cases last for years...
Just a question: when you created a new company, did you use the same domain name that was banned from your adsense account?

Prepare a short text with angry tone but strong proofs about your legitimate trafic. Send to all their services (dmca, stores, etc.), already saw people "won" against Google on forums but it was long time ago and I don't remember the name.
Low chance to success, but you risk nothing and it takes 1/2h.

I can understand banning an account but refunding the money to the advertisers especially since they probably made some sales because of my clicks, I would never understand.

You can't take 9850€ from someone without a good reason, especially since I never had a problem with Google or created an account in the past.
