Question about paypal dispute

    Hello,

    I have paid $xxx to website designer by paypal but he has not delivered anything to me. I have raised paypal dispute and then appealed it again . Paypal has closed dispute both times in favor of seller due to their policy that does not cover - virtual goods

    What should be the next step ? Shall I lodge complaint with my credit card company . Can it affect my paypal account as well ?

    Generally when dealing with paypal it's best to say that the transaction was unauthorized. Your next step is to file a complaint with your credit card company as it was fraud since you were promised something that you never received.

    your cc company will refund you do it that way

    Yes, you can get the refund through your CC company. I have done this a couple of times in the past and it hasn't affected the status of my paypal account.

    Yeah do a chargeback to get your money back. I'm not aware of what PP response will be of this, but they are not in the position to make decissions on who get refunded or not. If you look in the public available Visa / MC regulations you may even see that a card holder has the right to claim his money back from the bank / issuer bank if it's fraud! That's also why they have this 6 month's period where a card holder actually can do this.

    Do you have all the logs of the conversations and emails? I would send that to paypal when I raise a dispute also is the designer from BHW then opening a thread about the same will also help.

    Thank you for the advice. I will be filing a complaint with my credit card company now and will keep you guys updates. I have download dispute form from bank website. In merchant name , Shall I put paypal or designer name.
