Question about Google Play PDF Apps ?

I have a question about if this type of app would be against against Google plays tos or Admobs tos

If I uploaded a television manufacture manual pdf and added Admob ads on the app, would that get either of my accounts banned terminated or the app banned ?

I don't actually now. But I can tell you this, convert those pdf pages to webpages and put them in an app using WebView in android, you won't be against GP TOS and you can improvice on that. PM if you need infos
