Question about Drop shipping

It literally means what it says it means.
In regards to it being drop shipped, it may or may not allow drop shipping. If you really want to be sure, send them a message and ask.
Manually change your address every time you place an order to get around it.

This is use to prevent fraud as chargeback are expensive if really happen.You can contact the seller to ask whether he supply dropship or not.

Without saying it... they're saying they do not dropship. I would give them a direct call and ask... You don't want to waste your time with marketing a product you can't ship.
If there's enough margin in it, you could always ship it to yourself and then ship it out to your customer. Or use a forwarder. (but there's got to be lots of margin as you're leaving money on the table).
