[Question] 301 Redirect / 404 Error

Simple question,
Good morning everyone, today I was doing one of my many projects and a question has arisen: Is it necessary to have a 404 page? The problem is that my developer has advised me to do a 301 redirect to the Homepage every time someone tries to access a wrong link (404 Page Not Found) ... Does this have any problem? Or does it have advantages? According to him, he tells me that we would improve the 404 error rate, which generates discrepancy to Google.
