There are different methods posted on BHW if you look around. They will work if you want to create just a few accounts, but won't be suitable for mass account creation. In that case you need to settle with the SMS verification and get a solution, either an online one or physical SIM cards.

Have you cleared cache? You only mentioned switching browsers. Also, have you tested your browser’s fingerprint? It might be useful to spoof these settings as well.
How about the methods for Android? Have your tried those? If you don't have an Android device, you can use an emulator like Anydy, MEmu, Nox.Yah, but when I looked around, all of them had the same suggestions, none of them work for me. Yup tried all of that already. Cleared cache and everything with CCleaner. I also installed Safari anew and tried. It still asks for SMS verification.

If you tried Android too, i guess you can ask a friend, if you only need that many accs and spare yourself the headache.
What about using a different device? You can use your phone and connect using data transfer to create an account, it will give you a new IP address each time. Not suitable for mass account creation, though.
There is no way to bypass the phone verification of Google.
Bypass in this case, means not doing the phone verification. It is a must if you need a surviving account.
But, yes, there are methods to phone verify even a hundred or more accounts a day.
Yes, possible let us say in a Android, if you are creating a 2nd Google account, but IMPOSSIBLE for mass accounts .... try a 3rd account, it will ask you to phone verify.I have tried all of those too. On Android, it let's me make the account without a phone SMS or anything, but after that it won't let me loginto the account. I have tried them with the emulators and RemixOS too.
And, I don't necessarily mean bypassing the verification. If there's a way to not have the verification window show up itself, that'd be better.
