Whats the purpose of having content lockers ?

To make money from visitors via zip or email submits before allowing access to useful website content. Simples!!

Yeah pretty much some networks see it as bribing someone to signup in order to get a free download, etc....

Yeah the network throws up a bunch of CPA offers in the locker. Usually mobile stuff.
