I think as far this way you have learn how to convert a psd to html. It's really an easy task to do. Just follow the instruction that has been given.

I've never used it before, but apparently markupwand.com can turn a psd into html automatically.

You could also just use markupwand, will get the job done in about 2 minutes.

If my memory serve me right, I think adobe fireworks can do slice and export HTML with CSS.

Since the directions were so vague, I'd just screenshot it and insert the image into html code. Make them tell you what they want.

Do not just slice the psd like others have said. You need to recreate it using piece from the psd along with your own css and html. Anybody can just slice a psd up. If it were the simple then these services wouldn't even exist.
