That depends on what you'll be using them for. Proxies are great for account management, while a VPN will be useful for general web surfing.

Which is best depends on who you ask, when you ask, and what you use it for. To give you a quick info dump on some technicals: for most part, both keep your actual IP hidden. Most websites and services have a log of VPN IPs so they may not know your actual IP, but they know you're connecting to them through a VPN and will do with that information as they see fit. Mobile proxies, for example, makes it so your connection comes from a physical mobile device with an IP of that location and provider. If you have a California proxy, then the website you're using will see your connection as some phone in California. Hope that helps.

Both will hide your real IP, but one is more difficult for websites to discern than the other. VPN is easier for websites to identify that you are visiting with a virtual IP. If you use these for account logins, it will likely get blocked fast. So if you want to operate stealth accounts through VPN (including premium VPNs), I think that's a bad idea. Go for a dedicated IP or something more advanced depending on the website you'll use it for.

ide go with proxies over vpn, my main concern being some vpns retain your activities
but its up to you what you prefer.

Both hide your IP address, but only a VPN redirects your internet data through an encrypted tunnel. A proxy is suitable for browsing the internet, but it's not as safe and secure as a VPN.

VPN is used to bypass sites’ restrictions but the provider is scorched so it’s clear why you want to replace IP.
When you use proxy provider will be home WiFi or mobile operator so it’s not clear that you use proxy and the quality is higher than VPN.
If you want to run ads (for example on Facebook) you’d better use proxy. If you want to see how competitor advertising look in other countries use VPN.

For web scraping and account management - proxies are the answer. For fun stuff like streaming, gaming or just viewing blocked content VPN is usually good enough.

Looking for what needs. If you need anonymity - use vpn, it encrypts traffic. For multi-accounting or just changing IP - a proxy is enough
