I wish to create profile backlinks. Is it okay to create backlinks same IPs?
Yes, it's completely fine.
IP doesn't matter. Unless you're creating more than one profile on each of the website.
For example, if you're planning to create 20 different profiles on Ted.com then you should use different IP's.

Get proxies if you are going to create several profile accounts on just one site, say CNN.com
On a similar note, does it matter if you're signing up to profiles with a @gmail.com email address?

Google doesn't have access to your ip in this context. You should change ips (aka use a VPN/proxy) in order to prevent the sites you're signing up to from getting you banned.
