this issue is happening quite a lot recently
1. you can wait 12-24 hours to try again
2. contact Meta support they will give you a link to fix
 
There may be a problem with the profile, you can replace the profile with a new one and re-add the card
 
I am having the same problem, share to another profile or profile 902 and then add the tag again.
 
Please share your account with a new profile and then add the card again.
 
It's possible that Facebook is experiencing temporary technical issues. I think you should try a different browser, or share account to a new profile and check their status page for updates.
