if is the first time youre attaching a cc to the ad acc, make sure that is not amex, or paypal, after some succesful bills you could attach those type of cards, meanwhile use regular visa or mastercard cc

i had the same problem, and contacted meta ads support and they say "try adding correct payment information" and i said "i've been paying for years with this card" and they said "there is nothing that we can do" so i had to change my payment method and try with another card and it worked ...

It might be due to your profile. Try adding payment card to new profile. Remember not to adding too many cards at once, otherwise facebook will consider it as spam.

You can wait a while and add another payment card and preferably one that has never been used before, if it still doesn't work.
