what to do with those sites that do not allow HTML codes, i mean how to get backlinks through those article submission sites

Let this kind of site.
You should concentrate your efforts through sites which accept HTML code.

Article sites that do not allow HTML or valid backlinks should simply be avoided when it comes to SEO. It is smart to check a lot of the sites "Author" section as many do not allow HTML but do allow a profile/author section to contain a URL. There are lots and lots and lots of high PR sites that allow backlinks so there really is no need for other less appealing article directories. Was there a specific reason you have to use one particular site? Which article site is giving you trouble?
 
I think there is a big list those sites allows backlinks , some sites takes BBC CODES also so just try to do that if they can get.

If they don't allow HTML code anywhere, then you're not going to be able to use them for backlinks. Some article submission sites don't allow HTML in the actual article but will allow it in the author resource box as long as it's not spammy. Check for submission sites that allow you to do this, but if you simply can't use HTML code at all then I really wouldn't bother.
 
get some free and lightweight word-press theme and add all the content there.install yoast seo plugin(search for wordpress plugins), its free. and then do some good link building
 
If you can code, sometimes these sites will take HTML if you submit it from a program. Is always nice to find a site where you can submit javascript as well. Nothing quite like seeing your injected ads on a site :D
