Yes, that's correct. IP addresses and hosting are separate services. You can use our hosting without our IP addresses, and you can use our IP addresses without our hosting.
So, if you already have hosting with another service, you can still use our IP addresses for your websites.
Yes, it's okay to use our IP addresses for money sites, but we would recommend using dedicated IP addresses instead of shared IP addresses.

It was probably rejected because you used a VPN/proxy/server to sign up. For safety reasons, we do not allow such registrations, but to be sure, send us a message, and we will take a closer look.
