Lol at the seller's comment "I'm just a lucky person with the power of God", yes God gave him a high PR.
He didn't 301 grants.gov to the site, he 301d his site to grants.gov so google treats them the same and gives them the same PR (until the next update).

Well, They buy the site and they sell the link for 50$ for no reason, Domain is most important factor for link bldg. But most of the people don't care for the same.
He is ridiculous.
Guys, do this favor. Just report this site for fake PR and link selling to Google. They will take care of this.
Go to page 1 of this thread and read down from 18th answer where I have posted what this guy is doing. I made his Flippa auction closed. Reported to Flippa and his account is suspended.

I know this thread is a few weeks old now, but it caught my interest and I just checked the domain with SEO Spyglass. Its showing 80+ backlinks now PLUS a PR9 backlink from thekingkongblog . com ... which also appears to have a fake PR. So how far can a fake PR pass its PR along?

I have seen this for about 10 months now and had asked in this forum a few months ago if anyone knew what was going on.
It seems to be something to do with 301, 302 redirects. The people behind this have figured out a way to make the pagerank look valid to Google and any checking tools.

They are selling links on these directories and have a growing network.
I have a large network of PR directories myself in which I have put a lot of cost and effort into growing and it frustrates me to see this going on.
This guy is selling links between $57 - $107 and he sells them well. He also sells them on backlinks.com and earns $75+ per link each month, at one time I calculated over $1200 a per month from backlinks.com alone.
I can't help but think that Google have done this on purpose.
