Possible to get less than $0.01 Adwords clicks?

Okay thanks I don't mind about missed clicks. This is the type of traffic I'm looking for as I'm mainly focused on getting laser targeted traffic to retarget later with niche ecommerce/affiliate stuff, and traffic from apps will be quite good for that as long as it's super cheap and can be segmented by location, demographics etc..

Well technically I know that if someone is using a recipe app, then they must be really into cooking so I'd much rather pixel that person and retarget with cooking/food related stuff..
