Obviously both, but if I had to choose between those two I'd go with content over backlinks.

You just need to find the right niche and build a community around it. Write good content, you need to find topics with very low competition at the start. Learn copywriting skills to write awesome headlines, being viral is just something you learn on the go, but once you learn how to you can repeat the system on any niche.
