I have a genaral niche site which currently has 40 posts.
What should be my strategy since my site is covering genaral topics.

A good mix of both. Make great new content, then work on getting backlinks for both the new and old articles.
 
for more backlinks you're going to need more content, bit weird an un-natural -in the extreme- to keep a big amount of backlinks for just 2 pages of content.
 
More back links. Why? Google will rank your site for low competition long tails without back links if you have content that focuses on one vertical. If your site is general/multi niche then you either need to go with an expired/auction domain that already has authority, or you need to focus on one niche. Just my opinion based on what I’m seeing in the serps.
 
You need to both two methods, Publish high quality SEO optimzed content and get backlinks from quality sites.
 
More content. Why? This is what i would do:
Get myself a content goal (let's say 100k words) then get some backlinks after i reach it (Multi tiered/Guest Posts/Niche edits), then set another content goal and so on.
Why i would do this? By the time i start with my second content goal, those 100k words start ranking and bring traffic.
Remember you can get your content ranked if you provide high quality links, but first you need to cover some topics of your niche.
What if you focus on backlinks, you get those 40k words ranked, ok, can those articles bring you enough cash to cover your expenses? (because guest posts and niche edits ain't cheap you know).

Both... you need to promote your content.
What's the point of having great content if nobody can find it?
At the same time, what's the point of promoting content nobody likes?

The more content you have to more internal links you get and to rank your main keyword you need high quality links
 
build content and at a certain point just stop and focus mainly on link building and pbn to increase domain authority and rankings
 
Content and backlinks are important and they should be quality. Publish informative content, to attract user interest, this can help to get backlinks.
