Impossible to say.

Have a million words with 0 backlinks? Get Backlinks.

Have 1000 words with lots of backlinks? Get More content.

I'd probably say it actually isn't balanced

If your in low competition niche, focus on content.

High competition niche, focus on backlinks. (Whats the point of writing a million words if it can't get to the first page because the competition has too many backlinks)

Like everyone is saying, it is a balance.

However, make sure the content is quality and the backlinks are relevant and useful.
It isn't just a numbers game.

Also, look at what your industry is doing. Figure out their content/Backlinking strategies and do it BETTER not just MORE.

You cannot choose only one of these two. You should always mix both content and backlinks to get the best results.

now is interesting, if you say so call " make content viral " so how about those, Doing Quiz, Poll, Vote site? literally don't have any content , just tons of images, quiz yet go super viral than Content
to be honest, Sometimes I kinda wanna convert my present site revamp to make like these type of site and yes with Adsense.
Current with content, adsense don't earn much, the content some i get writer write etc, interesting stuff yet well

content is actually hard to go viral I noticed Unless your content is related to gossip , incident in your local country, Politics , or weird news , strange news these types yes will go viral

There is no formula that could solve all the problems.

It's all based on the competitors. If your competitor's average content length is 4K words and having ~10links, you can't outrank them with 500-word content and ~50 links.
