Just to capture the screen itself you can do this by going to search and typing in snipping tool. It is free. camtasia is more for making videos of what you are doing on your screen if that is what you are looking for.

For videos go with Camtasia, there's nothing better.

For screenshot manipulation use the windows snipping tool or my personal favorite, Snagit which is also from the makers of Camtasia.

If price is too much use CamStudio.

If you are on Firefox/Waterfox, use Screengrab (free). It offers a choice of screen shoting the complete page, a selection, or just what's visible in the window at the time. Also, it doesn't take a shot of the browser tabs if you don't want it to. If you're on Chrome, use Screencapture, which not only takes screenshots, but also allows you to "edit' a live page before taking the shot.

For chrome, there is Awesome Screenshot too, which also allows you to write and draw basic shapes on the screenshots before saving..
