Continue to delete them or disavow them on a daily basis, as soon as they get shown on your GSC, do the same for bing, ahrefs etc. Continue to add more and more relevant links, continue adding content.

Regularly check your backlinks and disavow the spam links. Focus on adding more high quality relevant links like Guest posts, Niche edits, PBNs etc.

Step 1: Use the Google disavow tool. It allows you to submit a list of toxic backlinks that need to be removed.
Step 2: Contact the site owner of the link and ask them to remove the link.
On the other hand, make sure you monitor your backlinks regularly to avoid toxic links.

Use "Google disavow tool and WebCEO Toxic Link Checker" tools to check and remove toxic backlinks and you need to regularly monitor on your backlink profile and remove any new toxic backlinks as soon as they show up.

In addition, to discover toxic links, I recommend SemRush's Site audit section and aHref's Site Explorer. Both can be used with a free account with daily limited use.
