I'd go with a cloud hosting provider like digitalocean, vultr, gcp, etc. instead of cheap hosting providers. You only need basic Linux knowledge to manage the VPSs yourself.

i think you should buy a VPS at digitalocean, vultr, linode,..
Then install runcloud into the server. you will easy to manage the VPS on web application.
It will very cheap and good performance
 
Get a VPS with a dedicated IP - you don't want a shared VPS or shared hosting, because what happens by "hosting neighbors" could affect your site.
 
I feel that PBN hosts like EBN offer great value, but you'll also end up with 100s other PBNs on the same IP (quite obvious in reverse IP lookup) So using a premium host and cloudflare dns looks like the way to go, except I keep reading that cpanel can show the server IP because it circumvents CFs dns on it's ports
What premium shared hosting has a panel other than cpanel where this is not the case? What other safe hosting options are there?

Having CF on every domain is suspicious, especially if you are building a larger network.

It's quite simple to figure out the cPanel server behind a CF. Just visit https://yourdomain.com/cpanel, and you will get automatically redirected to the cPanel login page. The default configuration is to redirect to the server's hostname. That way, you can figure out who hosts it and what's the IP address of the cPanel server. There are other URLs that you can use to get redirected directly to the cPanel hostname. It is possible to remove them, but then you must have access to the server, and it's highly unlikely that a shared hosting company would do it for you.

You may wish to do your research and ask companies how they have set up their services. There are plenty of great services here in BHW's marketplace.
 
Is it mandatory to go for a host that specializes in PBN hosting? I mean how will your site's be disguised from big G if they where they are hosted along with many other PBN players.

It is a standard practice to host your site's on multiple hosts totally disconnected from each other if you want to make a PBN.

Cloud hosting is the best way to minimize footprints.
