Those are 2 totally different services. One offers dedicated IP addresses and another one offers dynamic IP addresses so you need to figure out which way you wish to go. That makes your choice a bit easier.

I checked the site earlier. They host sites on popular CDN such as bunny, and CF. I checked the other sites hosting on the same CDN IP. Almost 90% of sites under an IP are all PBN. Would not it be risky?

yeah, having the same IP is bad. But then again, I am thinking that many sites nowadays are using these 2 popular CDNs, so google might ignore the IPs most of the time, but I'm not sure.
Better contact the guys at pbn.ltd and ask how they handle the IP part
