Please help me with client request - Duplicate Content

As you all know duplicate content is bad but i have a client who has 1 big authority website and he wants to build new website with same content as his authority website

now he is very certain of two things
  1. He cannot or will not changes anything in content
  2. he will start posting unique content after 5-6 months
we can only play with meta tags, structure of website and backlinks.
Now can anyone suggest me any plan to make it success ?
Please out of your experience please do guide me with positive answers.

Try to make update your site this is the only way to keep safe.
Make sure you have good backlinks with good traffic and good OBLs.

You want to keep that site in the same content for few months.
So i suggest you to update the site to safeguard with same content.
 
so what you want to do is not clear.

backup current site's files and database. install new cms or whatever you are using import and everything remains the same except site architecture as you will be using new theme or made changes to current theme.

He wants to run both website simultaneously.
New website will be completely different in terms of design and all ..it will be new website with content taken from authority website.
Now he wants a plan which will be implemented in his new website.
