Ping a cell phone for usage histogram?

I'm hoping someone can point me in the right direction for what i'm looking for. This site (remitter.com) says that their service can ping any phone that they have a phone number for and receive back a usage graph of how much the owner uses the phone throughout the day - without the phone having any app or other software installed. Any idea how this is done? Or if there is another term for this that i'm not using? I can't seem to find anything on google about this tech, but know that it is possible...
