I am an expert in PHP. Many proxy judge scripts are customized to a script but there are a few same old generic proxy judges. I believe that I customize my proxy judge to work with my proxy testing script.
I think that I am allowed to post this. You can use my proxy harvester script, tester and proxy judge for free. It works pretty well. I do not think that it has ever been tested on PHP 7.

Read the instructions. I had planned on converting it into a Windows exe and making a Linux bash script but I never got around to it yet.
