I would think that a home phone is not the norm these days and a mobile number would be acceptable to them.

A famouse cell phone company is needed or a home landline to verify paypal. Paypal has blacklisted most cell phone providers due to abuse.
Cell phone works fine. eBay knows that many legit sellers don't have landlines anymore. The reason why people get into trouble is because they're too poor or cheap to shell out $5 for a tracfone or because they're outside US and don't call in from a real phone.
