Petition Signatures, bot request

I need a bot or program to use the info from an excel sheet or csv which includes (first name, last name, email address) and input them into an online petition form.
It needs to work with tor browser or something else undetected and set tor to change IP address every 10 seconds. I have VPS virtual server available as well.
Also it would be great only if its signs petitions at different time’s interval throughout the day for example every 5-10 minutes randomly. Petition platform can be (wee the people) .

Tor browsers are a poor application for this.

They're built to make the end user untraceable, not undetectable.

TOR browser traffic is very easy to distinguish and filter out just by its nature.

You're better off using residential or mobile proxies and common User Agents.
