VCC wont get you banned. It really depends on paypal, whenever they'll see any suspicious activity on your paypal, then can limit your account and ask for details and documents.

In my case I need VCC which can be loeaded with moneybookers and then used on all sites.

You cant use vcc for sending payments. Ya you can use paypal for sending and receiving payments after verifying it with vcc.

3 months. But account usually remain verified after that too.

You'd need to try that yourself. But I dont see any reason why it wont work..

Yes you can buy domains from godaddy via VCC. name doesn't matter. Name is not linked with VCC, you can use the name you'll use for making godaddy account. The whois thing your talking about is totally different. you can buy domain privacy addon too from godaddy, so it wont show any of your info on whois. Let me know if you have any more queries.
