Service description:
After buying the package you get allotment in the form of a single IP address and different ports (as many as you chose in order eg. In the selection of 25 pieces. Receive an allocation range of ports, eg. 1001-1025). It will look like this:

Ad. 2. I think that it should be no problem but it also depends on how you are going to use them. If you plan to manage accounts in smart and quite safe way so I can not see reason why it could not work. But you have to remember that IG and FB are in one hands so they may much faster find that your actions are not so clear in some way and flagged you. This is only my suspicious cuz I have not verified this in any way - we are selling proxies not IM services so there are much better experts on that field than me to answer your Q.
I can tell you that for managing accounts proxies are doing great when it comes to creating accounts on the IG may appear some issues. We are investigating this problem.
There are customers whose using our proxies to make account successfully but there are also such, for whom our proxies doesn't work for creation!
So I recommend to focus on managing accs with our proxies rather then using them for creating, at least for now.
If you do not try to abuse proxies and your behavior is honest I do not see any reason why you would not get a refund.
Scraping proxies means that they are optimize for scraping/harvesting. This is cheaper option if you would like to scrape only.
You can use proxies under Google, Yahoo and Yandex. But if you insist we can add Wikipedia to the list. Huffingtonpost rather no.
