1-Yes, you can use it for tier 1 & tier 2 Both, as if you package 2, You own accounts So that can use as Tier 1. & as Package 1 is mostly 20-30 orders shared accounts, it's best to use for tier 2.
2- You can provide 20-50 url's per order.
