Since 1 domain = 1 cpanel = 1 ip, the nameserver for sure will be 1 ip for both ns1 and ns2, our system generate the ip of the cpanel for the nameserver

For the domain register that doesnt allow it, that doesnt mean there is an issue with the system. We provide so many alternative if you dont want to use your own nameservers, you can use a 3rd party dns and create an A record to point to your cPanel ip. You can use the domain registerant nameservers and create an A record to point to your cPanel ip. Finally you can link your cloudflare account directly to our dashboard and it will create the dns records required on autopilot for you and provide you the dns you should use there at cloudflare

so you have plenty of options to choose from
