1. Never bought youtube accounts, you said unique IP? Do I need to use proxy you provide me to keep account safe? Can I just log in with my IP
2. Verification? I need all functions like I would have by making a new account myself, can I add number and verify account? And can email be changed

Using different IP's for bulk accounts is the best. You can use your IP instead but we suggest using proxy if you're planning to login many accounts. Otherwise, it's safe.
These are not double verification accounts, you can do the verification by adding your number. Email addresses can't be changed but other information like password, secondary email can be changed.

I purchased a youtube account with videos, but when I was checking the channel's setting I've found that I'm not the owner of the channel but only a manager and that means I have less privileges on the channel, so is there a solution to fix this and get full privilege on the channel because I want to build a channel with that account.

In Youtube, each channel has an owner with full privilege and the owner can add limited number of managers meaning that he can link other google accounts on the channel as managers, so that being said, a channel can have one owner and multiple managers, and in my case I'm just a manager on the channel and not the owner.
