No, i don't provide any indexing guarantee. Domains are sold as is. Certainly some domains won't index, and we can't predict that even if they have an ideal backlink profile. So for example, for 20 site PBN you take a budget for 25 domains, something like this. My domains are dirty cheap so it should not be a problem. Besides, if you build decent sites, if the site doesnt index you can always add it to WMT and file a reconsideration request. And if you build junk sites, nothing will help with indexing even if they are on the best domains in the world.
