Cards are accepted at 95 % of Merchants worldwide. If the "VCC doesn't work" meaning it is blocked by the bank or not valid by default you get a 100 % refund including the fee you paid for the card. Makes sense?

Nope. Your website clearly says "We'll refund 95% of the amount on your virtual visa card" That means if you sell me a $100 card, and it doesn't work, I get $95 back.
It doesn't say "We'll refund 100% of the amount on your virtual visa card"
It seems what you say here doesn't match your website.

If the card is proven to be valid but simply got declined at one of the Merchants you get a 95 % refund. If the card is proven to be non-valid you get a full refund as stated here: http://www.instantvirtualcreditcards.com/terms.php
"* www.instantvirtualcreditcards.com will fully refund or provide valid prepaid virtual credit card to User if it has been proven that virtual debit card purchased is not valid within 30 days of purchase."
