Is 10 - 14 days the amount of time it takes before you actually START the link building?
Or is that time amount of time it takes for you to FINISH the link building?

That is the time it takes us to finish the order. That's when will will send you the report. It's 10 to 14 business days, not calendar days. Because you ordered on the 4th, your report should be done on about the 24th.
