OK, I realized (from the mass PMs and Skype messages I'm getting...lol) that I left something out in my OP with regards to picking a package based on competition rather than just keywords. That's my bad, I'll try to get it edited. To make it really simple, the higher the plan the more links are included. This directly correlates with the competition of the keywords. So for example, if you want to target "Make Money Fast", don't expect to be ranking on the first page with the $250 plan. Those top level keywords work best with the $700-1200 packages. On the other hand if you want to rank for "Plumber in Jacksonville", the $250-$450 plan would be perfect. The $250 plan is perfect for pretty much any geo terms, brand terms, product pages, parasite pages etc.. It's not until you get into the big cities with terms such as "Accident Lawyer New York City" or "Real Estate Chicago". With those you definitely want to bump it up to the $450-$700 a month plan. I mean, you best be charging your clients accordingly or not expect miracles

The other way you can look at it is, target less keywords. So if you want to target a high level term, but your budget is only in the $450 range, instead of targeting 12 keywords, target 4-6 instead. There are a thousand ways to skin a cat here.

Yeah, I've seen the thread on BHW and it has been confirmed by most people in the trenches. Started seeing this after the May update. I just haven't had that problem. All of the ranking examples in OP are post update. The site I started Monday for I Know SEO had no problem ranking:

Please read the OP. On tier 1 it is not a lot (xx, xxx depending on package). All tier 1s are PR2+/DA60+/TF20+.
