Questions:
Do we have to keep making monthly payments to keep the links?
If we do, do you keep building new links each month or not?
If we stop the payments, do we lose all our links?
Google doesn't like footer links anymore. Why are you still building footer links?

Yes, it ensures that we maintain quality on the website and limit the OBL.
If you stop the payment, you're given a grace period, if after that you don't renew, your links will be removed.
Your tweets will be renewed every month, as will the diverse social blast.
The tweet includes your URL and is retweeted and can be tracked with any tracker (MonitoringSocials, SocialSignals.DE, ahrefs, etc).
Links are from footer/header/sidebar in a way that it looks natural and fitting on the site.

i have purchased candy bars old service, he did tell me his new service is very similar. I had a medium difficulty ranked keyword with a location in the string. I got excellent results to start in the first week, reaching 2, then i dropped to the bottom of the first page (where i was before). I did email him, however he hasn't really come back with any answers. I have asked him if the service is any different and he explained that its pretty much the same but we now have a login. My concern is that as he didn't come back with a solution, perhaps this network is not as effective for medium - hard keywords? would be nice to hear from him regarding this.

Yes, of course your website is going to dance in the SERP's, it won't go straight to #1 magically, it's going to fluctuate and eventually get there. The same types of links are used as in the sense of style, the actual OBL is much lower (usually 1-2, maximum 5 for most sites), PR is as high as 8 and DA/PA is as high as 92.
