It is expensive and I have not used this service YET but let me tell you what I used to do and what it would cost. The service seems sweet, but the price point is very high.
$85 a pop!!!?
I used to work for a company that put together e-learning courses for MAJOR universities in the USA. Im not talking about community colleges or small schools, I am talking schools that participate in the ACC, Big 10, SEC who charge $100k+ for an education.
My job was to maintain the onsite SEO as well as do guest post outreach, even with the name of big brands behind me I could send out 20 inquiries to post and maybe get back 2 replies. (this example is not an actual school I worked with but you get the idea)
So I would say something like this : "Dear XYZ, I saw your post on widgets (located here ______ ) and thought you did a good job explaining the concepts. Do you think that the widgets can be used like this too? blah blah blah. If so, I work for Harvards online education program which focuses on widget production, I would love to contribute an article discussing the method I mentioned above."
Point is even representing Harvard I got a small % of reply. Then when I DID get a reply we would buy an article from a professional writer, not a $5-$10 article which no respectable blogger would accept, when the article was completed we gave it to the editors who reviewed the article and made any corrections at which point I would turn in the article to the blog for posting. The upside was that these blogs were all authority type sites so it was well worth it because it got traffic and shares and rankings.
I bring this up because IF he is not using a network and doing actual outreach and IF he is getting (or writing) top quality content then this is not a cheap or easy task to do correctly. So the price seems fair based on what he is describing.
On the other hand just because it is pricey does not mean it is quality so keep that in mind too.
I just wanted to float that out there to explain what the process was really like in a professional multi million dollar company, if this service reasonably resembles what I used to do I would use them all the time.
Ill probably give them a go this month sometime and see what the real deal is.
