Here is what we suggest for anchor text variation.

- main keyword (20%)
- related keyword (40%)
- plain URL (20%)
- generic anchors (20%)

This is a good way to do it these days after Panda and Penguin. It used to be that we could use the main keyword at a much higher percentage (70-80%). But now that is not recommended.

One promotion of backlinks like this will not hurt your site. You just don't want to do it in an on-and-off inconsistent pattern. Ideally in the long run you are better off using a consistent drip feed backlinking campaign. You could use SEO Maximus for this.
