We terminate clients when we get abuse reports from their IP addresses. This is what allows us to keep good relationships with datacenters. Without those good relationships, we can't have all the IP addresses that we do.
Our only hard policy on disallowed programs is xRumer. I do not know what GSA is. I can tell you that the only abuse reports we ever get are from forum registration, trackback spamming, and comment spamming. We usually only terminate trackback spamming and comment spamming customers if their usage is really really heavy.
If you use a program that is going to do high volume forum registration, trackback spamming, or comment spamming, then it will probably result in abuse reports that we will terminate you for. Also, just to be clear, we always give a refund with terminations. We're not trying to screw anyone over. We are keeping good relationships with our datacenters. Contrary to what you may believe, most customers do not spam with the proxies. We want to keep the IPs clean for them too.
What is GSA exactly? If it's what's generating the abuse reports I will be happy to add it to a list.
