Ordered 1 Site from williamk, site was finished on June 26th and currently sits at #12 for it's keyword. I have seen it as high as #9 and it has been dancing quite a bit.
Site theme is pretty good and the articles are decent, I have done ZERO back linking. I will be holding off on any offsite SEO for awhile as I want to test williams 1st page claims.
I ordered while he was offering a bonus. I have yet to hear any details on the status of it, that does not mean he forgot it.

So do you feel confident it will reach page one with proper backlinking and additional content?

Proper back linking and additional content and it should reach #1. Let's be honest any low competition keyword that is not targeted is going to be easy to hit top 3 spots. The only thing that could go wrong is getting hit with a penalty from Google itself from unnatural linking patterns.
Here is my review of the service.
Order a package in June, Bill is patient enough as i am a bit picky about the keywords. and finally i am happy with the keyword that Bill gave me.
The design are great and the articles are pretty decent. also did a good onsite seo job by MS. as i have checked today that my site is ranked 4th exact and 7th board without any links. get about 5 clicks already.
Very professional service and I would highly recommend.

Yup we are currently working on it! Took a while for the UAW submission to get approved since they are basically have to manually check on the campaign
