Sooo... Here is my 50$+ loss story with a Paypal account taken from here...
I bought a paypal account from this persons, I did not want a fake account, I simple need it a none a Argentinian paypal account to be able to send payments to other persons in Argentina ( due to a new paypal policy, since two month ago is not possible to send payments between Argentinian users ) .
The problem with this account is that the vcc had a USA based address (NJ), while at THE VCC's COUNTRY it was specified... BULGARIA!
While NJ is NOT in Bulgaria BUT in USA, Paypal considered that the account has 2 addresses: a Bulgarian one, for which there was no VCC and a USA based one, for which there was NO VCC... In order to keep the things under the radar for PP, I have bought and used a Bulgarian VPN service...
Needless to say, but the account got blocked.
I have tried to settle this issue, directly with the seller, initially asking for HIS / HERS advises (it is supposed to be an EXPERT in this field, right?)
And I have been instructed to "contact Paypal"... Proof:
While there was no possibility to correct the VCC and address "mismatch", I have asked for a refund, which was supposed to cover PARTLY the incurred losses... And guess what:
These being said, I will let you decide IF such a PP account is of ANY use for you - and of course, buy it or leave it...!
