It was a surprise to found them here. We used this company's services on May 2015, and I want to share our experience with all of you.
We built some scripts using python 3.4, Selenium and Firefox to make some automatic tests. One problem we got with the free versions and Tor network it was, how you can guess, the speed. This solved it. Very very fast servers.
BUT, the 5 proxies they gave us where not so "random". Not sequential, but this kind: 74.125.29.XXX
Another small problem is that they required my passport and a explanation about what we were going to do with them.
If this is fine for you and you can afford it, don't think it more.

Sorry, what do you mean with "rotate"?
The IP is yours while you pay, nobody will take it, so "dont' rotate" from one user to other.
You get X fixed IP's, and you can make your own software to switch from one to another automatically every X seconds. They give you the IPs, how you use them is up to you.
An example of "rotating IPs" can be made with Tor browser and editing your torrc file. Here one example to change your IP every 10 seconds:
