Ordered the $12 service a few days ago for a few hour old site. Site was not indexed in Google and obviously not ranking. With in 48 hours my site was ranking in the following positions. Niche is relatively easy, but the main point is it did not get my site hurt being new.

Main KW - Not in top 1000
2nd KW - #18
3rd KW #23

Google doesn't have any official blacklist checker...so please tell us all details about your site.
- What is URL.
- What other promotion you have done.
- How old is domain.
- Is content unique.

Google never ban site because of backlinks but because of content on site.

I just replied:

Your domain is not banned.
Simply search on google

site: your-domain.com

and if you see any results it means domain is not banned.

And in your case it's there.

I just got my 5th report from this guy. I just can recommend it!
For me the simplistic site design is definitively a plus!
(maybe it's just me... )

I had added all the layers, I haven't checked 3rd layer yet, but 1. and 2. looks promising!

If i will check the third, will report back, but my scrapebox is slow like hell ... I think you don't have to worry about that layer based on the first 2!
