Are these sites breaking ToS of the hosting or blog providers? And is the content licensed for reuse?

I don't mind gaming Google but if I break any ToS then they could potentially complain all the way to my affiliate company and get my account banned. Or even my competition could get my account closed, major incentive for them.

As with any blackhat method, xrumer, scrapebox, my service, etc, you run a slight risk of people complaining. I myself have never ran into any of these problems before.
