You accuse buyer that his account got charged already after $100 when he changed daily budget from $10 to $1.

Now even if he would let have stay $10 that means that after max 30 days when a new month begins he would be able to spend max $300 and his account would try to charge him anyways.

So what is the purpose of a $1000 account if you have daily spend on $10 and are not allowed to change it

It seems that makes no sense to you? Everything has limits and validation time, so you want to budget for your campaign per day at $1 and use 1000 thresholds upto 3 years? Is it possible? After a time limit, the account will obviously charge again and before that time you have to spend the full thresholds.

You have to spend the full thresholds as how many days Twitter provides. And Twitter doesn't allow it for 1 month. You can read the terms and conditions from Twitter official site. Thank you.
