-Unpaid suspension is most likely not more than 10%-15% and it's relating on some mistakes the person does while creating the account it's like a footprint, I wrote already few advices to avoid it as much as you can

-About spending full threshold, I would say most of my clients do, also if your ads is whitehat U need to worry or if you using cloaker good then you also no need to worry, you will spend full threshold.
