Do you know if a German or French account will work to create an ad for a local Dutch business (for example a Restaurant) ? Or will this flag the account?

I've been struggling to get the two accounts I bought to work, it's either it gets suspended

Seller just comes and says i will replace it and you never see him again until when he strolls pass telegram again and still repeat the same answer of I will replace it, He has done a lot of replace already but its either it stops working after two days. Or it gets suspended right away. I'm honestly not having a good experience these accounts
